Shawn McElmurry, associate professor of civil engineering at Wayne State University, said once the city's water source was changed to the Flint River in April 2014, it lacked chlorine residual and contained both organic matter and iron, creating a breeding ground for the bacteria that can lead to Legionnaires'. The disease killed at least a dozen people and sickened dozens more in the Flint area in parts of 2014 and 2015.
