The reservoir is aimed at improving water quality in the Everglades and stemming flows from Lake Okeechobee to coastal estuaries that last year triggered widespread toxic algae blooms. The water management district says each proposal when combined with other restoration projects will stem flows to coastal estuaries by at least 50 percent. Negron’s concern is that the proposals are too limited. He points out the water management district may engage land swaps and acquisitions. The proposals will go before the Legislature in January.

    A new study is calling attention to Florida’s groundwater as the state braces for sea level rise. The Florida International University study examined South Florida flooding a mile inland. Michael Sukop says the researchers found the flooding was caused by groundwater maintained at higher levels to help push back against encroaching sea water. “If the land were a lot higher it wouldn’t be a problem because we could just keep raising the water table to hold the ocean, the subsurface ocean water back from coming in as sea water intrusion. But in this case the land is so low we don’t have much room to raise the water table.” He says the groundwater seeped to the surface through the peninsula’s porous limestone and that many flood projections do not account for higher groundwater levels.

    A new state law allows any Florida resident to question what’s being taught in the state’s public schools. A handful of complaints have been filed in school districts across the state since the law took effect in July. Cathy Carter recently spoke with Renalia DuBose, a professor at WMU-Cooley Law School in Tampa about what the new Florida textbook challenge law is all about. Any resident can now file a petition with a school district to note their objection. It would then be heard by a hearing officer who makes a recommendation on the objection to the school board.  School districts would then make a final decision on the petition. Districts must now also post all new material on the web by grade level. Proponents of the law say it makes the process much easier. But Renalia DuBose, an expert of education law, and former director of training and staff development for Hillsborough County Public Schools, believes the new law is unnecessary. “First of all, if you don’t like something that the board has done you have the opportunity in the open forum section of any school board meeting to go and talk to the board,” she said. “I think that needs to be the avenue to make your feelings heard, because the way the legislation is written, the hearing officer is now going to become your voice.” Critics of the law, including The ACLU of Florida and the Florida Library Association, say it gives outside ideologically motivated groups too much potential influence on public education and could affect teaching topics like climate change and evolution. Advocates, meanwhile, argue that the law gives parents and residents a greater say in what children are being taught in public schools.  The Florida Citizens’ Alliance, a conservative group which lobbied for the law, says it will help prevent bias in how textbooks deal with controversial issues. DuBose, a professor at WMU Cooley Law School in Tampa, says disputes over curriculum are nothing new. “Well, I will tell you, dating back to the time when Horace Mann established public education systems, everybody has never agreed with everything that’s being taught. Some people don’t like evolution. Some people don’t like creationism. If we held a school up until everybody agreed, we would never be able to educate children.” Florida’s Department of Education is developing guidelines for school districts on how to comply with the law. The state school board association says they expect the law will likely spur more challenges to textbooks and curriculum in Florida’s public schools.

That means patients going to the ER must now go to the new hospital on Ocoee Apopka road, as the Florida Hospital Apopka on Park Avenue is now closed. About 20 patients were moved as Florida Hospital opened the new campus. The new hospital will have 120 private beds, and will have more services. Administrator Tim Cook says the new hospital replaces a building that’s almost 50 years old. “Most importantly, we go from no surgical access to four very large, state of the art operating rooms, as well as three additional procedure rooms for things like endoscopy and bronchoscopy,” Cook said. “And we’ll also open with two catheterization labs.” Apopka is the second largest city in Orange County. The new hospital will have over 500 employees – more than twice as many as the old location. Longterm, Florida Hospital plans another location 11 miles away in Winter Garden. The aerospace company led by Amazon’s Jeff Bezos launched its New Shepard rocket Tuesday from West Texas for the seventh time. It marked the first flight, though, of the latest version of Blue Origin’s crew capsule, featuring big windows for future space tourists. An instrumented test dummy was aboard, named Mannequin Skywalker. Bezos says it had “a great ride.” The New Shepard rocket, named after the first American in space, Alan Shepard, landed back on the ground following the 10-minute suborbital flight. The capsule reached a peak altitude of 99.39 kilometers above sea level or 61.7 miles, just shy of the true start of space.
